To strengthen cross-provincial exchanges with top-tier pesticide enterprises in advanced provinces, learn mature industrial practices and boost the high-quality development of Hebei’s pesticide sector, a 51-member learning delegation from Hebei visited benchmark pesticide enterprises in Hubei from September 23 to 27. The activity was jointly coordinated by the Pesticide Industry Association of Hebei Province and the Pesticide Industry Association of Hubei Province.
The delegation was led by Wang Hui, Director of the Pesticide Management Division of Hebei Department of Agriculture and Rural Affairs; Shi Jianxin, Director of Hebei Pesticide Inspection and Monitoring General Station; Sun Xinsuo, Director of the same station; and Dong Zhipeng, Chairman of Hebei Lansheng Biotechnology Group and Vice President of Hebei Pesticide Industry Association. The group visited four core institutions: Hubei Taisheng Chemical Co., Ltd., Hubei Benxing Agrochemical Co., Ltd., Wuhan Kenuo Biotechnology Co., Ltd., and Hubei Engineering Research Center for Biopesticides. Liu Heng, Secretary-General of Hubei Pesticide Industry Association, and senior executives of Hubei pesticide enterprises received and accompanied the whole visit.
As the core visiting enterprise highlighted in this cross-provincial exchange, Hubei Taisheng Chemical Co., Ltd. is a holding subsidiary of Hubei Xingfa Chemicals Group Co., Ltd. Founded in September 2005 and located in Yichang, Hubei Province, the company focuses on the research, production and sales of glyphosate technicals.
Its glyphosate technical production capacity ranks first nationwide and second worldwide, with finished products exported to Europe, America and other overseas regions. Equipped with state-of-the-art production lines and full-compliant environmental protection facilities, the enterprise prioritizes green circular economic development. It has obtained national high-tech enterprise certification and operates as the Hubei Provincial Engineering Technology Research Center for Green Herbicides.
Headquartered in Suizhou, Hubei Province, Hubei Benxing Agrochemical has built differentiated competitive advantages in insecticides, fungicides and herbicides after years of technological iteration and market layout. Its core business covers R&D, production and sales of pesticide technicals, key chemical intermediates and finished formulations.
Main mainstream products include pesticide technicals such as chlorpyrifos, tebuconazole and thiamethoxam, as well as supporting intermediates including sodium 3,5,6-trichloro-2-pyridinol and thiazole.
Established in 1999, Wuhan Kenuo Biotechnology is a national high-tech enterprise dedicated to the discovery, industrial manufacturing and field application of agricultural microorganisms, serving green, ecological and organic crop growers. The company owns two large-scale production bases in Guannan (Wuhan) and Xiantao (Hubei), with a total annual fermentation capacity of 300,000 tons.
The delegation inspected the Xiantao production base and recognized its odor-free standardized workshop, industry-leading microbial fermentation technology, lean production management and sufficient supply capacity. After the on-site tour, Li Qing, Chairman of Kenuo, together with senior executives Yuan Xinhua, Cheng Zhiguo and Ma Peng, conducted in-depth exchanges with the Hebei delegation covering corporate development paths, product innovation and global market layout. The company’s proprietary "Three Core Solutions" for crop yield improvement left a deep impression on all visiting members.
Approved by the Hubei Provincial People’s Government, the center is a public welfare institution directly affiliated with Hubei Academy of Agricultural Sciences. It is one of China’s earliest institutions engaged in microbial pesticide research, the first to realize large-scale biopesticide industrialization and carry out international biopesticide technical cooperation. It owns the country’s most complete full-chain R&D and service system for biopesticides.
Internal functional departments include General Office, Science and Technology Management Office, Human Resources Office and Finance Office. Five professional research laboratories cover microbial pesticide resource screening, fermentation engineering, biological pest control, biotransformation catalysis and green chemical synthesis. Current research priorities focus on basic theoretical research, microbial resource excavation, new biopesticide development, engineering technology iteration and integrated field application, supporting national grain, food and ecological security and green agricultural development.
Wang Kaimei, Deputy Director and Senior Researcher of the center, briefed the delegation on institutional development history, core research achievements and honor qualifications. Later, Gong Yan and Tan Xuhui coordinated a cross-provincial symposium for pesticide practitioners from Hebei and Hubei.
Three research teams led by Ke Shaoyong, Zhu Lei and Huang Daye shared practical experience on microbial agent development, technological breakthroughs and large-scale industrialization, providing cutting-edge references for Hebei enterprises’ biopesticide R&D and commercialization.
Shi Jianxin expressed sincere gratitude to Hubei Pesticide Industry Association for meticulous activity arrangement. He illustrated the overview of Hebei’s pesticide industry, covering administrative supervision systems, enterprise scale, pesticide registration compliance and national capacity layout.
He stated that the delegation mastered differentiated development models of Hubei benchmark enterprises and gained practical innovative experience. He proposed deepening cross-provincial cooperation in technological R&D, industrial resource sharing and regulatory communication via association platforms, jointly promoting green transformation of the national pesticide industry.
Zhou Yang attended the closing symposium and delivered a keynote speech. He comprehensively analyzed Hubei’s pesticide industrial development status from regulatory services, business environment optimization, enterprise quantity and regional capacity distribution. He affirmed the value of cross-regional peer learning and emphasized long-term coordinated supervision between the two provinces.
Dai Baixiong highly recognized the strong organizational capacity of Hebei Pesticide Industry Association and summarized three core development suggestions for provincial pesticide associations: First, integrate multi-dimensional resources including scientific research talents and financial capital to strengthen industrial cohesion. Second, build industry public service platforms to match supply and demand, ease overcapacity and resolve common operational bottlenecks. Third, strengthen linkage with governmental regulatory authorities to consolidate standardized industrial development foundations.
After the five-day field study, the Hebei delegation comprehensively understood R&D, production, internal management and market operation models of four Hubei benchmark pesticide players, especially the green production layout of Hubei Taisheng Chemical. The activity shortened cross-provincial industrial distances and consolidated bilateral partnership.
Both sides reached consensus on long-term in-depth cooperation. In the future, Hebei and Hubei pesticide enterprises will jointly explore high-quality industrial development paths, launch cooperation in technical R&D, new product iteration and market service expansion, and accelerate agricultural modernization via pesticide industrial upgrading.
